Ex-GOP Congressman to Attempt Comeback

WASHINGTON — Gary Franks, the former Republican congressman from Waterbury, Conn., who lost his seat in 1996, is attempting to stage a comeback into politics by challenging Democratic Sen. Christopher J. Dodd.
But Franks, who will formally launch his bid today, faces long odds in trying to unseat the veteran Dodd. Franks had a stormy House career marked by staff turnover, personal financial problems and highly publicized sparring with the Congressional Black Caucus, whose liberal, Democratic members were angered by Franks’ mostly conservative views.
He was elected in 1990 to the House but lost to Democrat Jim Maloney in 1996.
