What about Mexico? That is my response to “Babbitt Praises California for Water Policy Progress” (Dec. 18), about Bruce Babbitt’s dealings with seven states over the use of water from the Colorado River.
The U.S. consumes a gigantic proportion of this water, leaving little for the people of Mexico. I have walked the hills of Tijuana, where thousands of people have no running water, where a well is a supreme luxury, where even a church fortunate enough to have modern plumbing gets only a trickle on a good day. So I ask Babbitt and the seven concerned states: What about Mexico?
