A Newport Beach man has failed in his third attempt to recall the City Council and Mayor Frank Fry. The recall effort by Long Kim Pham, an engineer and one-time congressional candidate, was thwarted because he did not fulfill the formal requirements of publicizing the petition he filed on June 22. Two previous attempts also failed on procedural grounds.
Pham sought to recall the council and the mayor because the city did not get involved in the community’s 53-day protest against a Little Saigon merchant who displayed a communist flag.
