The City Council on Tuesday will consider landscaping improvements at the Richard Jahraus Top of the World Reservoir site. In July, property maintenance responsibility for the site will switch from the Laguna Beach County Water District to the city.
The area, off the end of Alta Laguna Boulevard, is surrounded by open space. The district and the city worked out the deal during planning for the reservoir, said Jim Nestor, district general manager.
