City officials say they may have to shut down construction of golf course homes at the foot of Chino Hills if the developer fails to be a “good neighbor.”

Toll Brothers, the contractor building about 1,200 homes as part of the Vista del Verde development, has not delivered what it has promised, said Roy Stephenson, the city’s public works director.

Toll Brothers had promised to landscape the slopes adjacent to Valley View Avenue by last December, but the hills still look like giant mounds of dirt, he said.

Teen Flores, vice president of Toll Brothers, said the landscaping was delayed because of wet weather in February and March. The company has been a “very good neighbor,” he said.

“I’m frustrated,” said Stephenson. “I shut them out once before and I’ll do it again if I have to. That’s my only leverage.”

The homes, which will be built over the next 20 years, will wrap around the proposed Black Gold Golf Course, giving residents a scenic view of the green.
