It appears that former independent counsel Kenneth Starr really knew what he was doing by allowing leaks of grand jury testimony.
By leaking the testimony of Linda Tripp under a grant of immunity, he was limiting her from future problems regarding the illegal taping of conversations with Monica Lewinsky. Obviously this independent counsel was stacking the deck, as most Americans realized.

So the courts won’t allow Monica Lewinsky to offer testimony about a conversation that all participants agree took place on Dec. 22. Is that fair? Well, I guess it depends on what your definition of “is” is.
