The city’s three-year attempt to assume control of water and sewer services has come to a temporary halt. On Tuesday, the City Council voted to withdraw its application to take over jurisdiction from the South Coast Water District. After a 1 1/2-hour debate over who could best maintain the area’s water quality, the council voted 2 to 1 on the issue, with councilwoman Ruby L. Netzley dissenting and Mayor Ingrid McGuire abstaining. Councilman Harold R. Kaufman was absent.
