San Clemente Man Accused of Fraud

A federal grand jury in San Francisco indicted a San Clemente man Monday on allegations that he defrauded United Airlines of millions of dollars by stealing parts and reselling them to the airline as part of a kickback scheme.
Former United Airlines employee Richard Harper, 37, is charged with stealing electronic parts from United at San Francisco International Airport and shipping them to a parts supplier in Seattle in return for millions of dollars in kickbacks.
The supplier, Norman Tucker, 50, of Seattle, is accused of selling the products back to United Airlines between 1997 and 2000, according to the indictment.
Neither Harper nor Tucker could be reached for immediate comment.
