State Law Regulates Contractor Payment

“Be on Guard Against Phony Contractors,” by Lew Sichelman [April 14], makes excellent suggestions on how to avoid getting ripped off by unscrupulous contractors. He notes in the last paragraph, though, that one should pay no more than a third of the job cost in advance. California consumers should be aware that state law prohibits contractors from accepting in advance more than 10% or $1,000, whichever is less.
