Construction begins Thursday on a $15-million downtown project that Mayor Eddie Cortez called “a cornerstone for economic development.”
The two-building, three-story complex across from City Hall will have restaurants and a video arcade on the first floor, professional offices on the second and 26 loft-style apartments on the third floor, said Robert Fehring, a project analyst for the developer, Southland Corp. of Pasadena.
