Apartment Owner Jailed Over Code Violations

The owner of an apartment building has been sentenced to 60 days in jail after failing to bring a 10-unit structure into compliance with building codes.
Esteban Sia, 61, is the owner of the building at 2033 E. Imperial Highway, where housing inspectors found violations including missing smoke detectors, broken windows, leaking plumbing and exposed electrical equipment, according to the city attorney’s office.
In addition to ordering Sia to jail, the courts set a Jan. 19 deadline for repairs.
