Restoration not quite finished

Regarding Wayne Ratkovich’s restoration projects in the L.A. area, especially the building at 617 S. Olive St. (“Returning landmarks’ luster,” July 22):
The building is part of my view when I look out the windows of the apartment where I have lived for six years, and let me tell you, he is not done. The neon clock does not work and half the neon is out, giving the whole downtown skyline a rather derelict appearance.
In addition, the California flag at the rooftop has been flying upside down for months.
