NATIONAL BRIEFING / MARYLAND

A Maryland professor accused of genocide should be extradited to Rwanda to face charges, the country’s prosecutor general said, but that’s unlikely because the U.S. does not have an agreement to send suspects there.
The professor, Leopold Munyakazi, was arrested last week for being in the U.S. illegally and is confined to his home. He taught at Goucher College, north of Baltimore, until officials there learned in December that he’d been indicted on genocide charges in his home country.
The United States does not have an extradition treaty with the Rwandan government.
