Mahmoud Jibril, Libya’s de facto prime minister, has said the capture of Surt is necessary before the National Transitional Council get set in motion a plan to elect a new government. Surt is about 250 miles southeast of Tripoli. Fighting continues there and in Bani Walid, the last two major centers of opposition from Kadafi loyalists.
